It was founded and operated jointly by the Baton Rouge Recreation & Parks Commission (who own the property and building and provides staff), Louisiana State University (LSU, who owns the telescopes and equipment), and the Baton Rouge Astronomical Society (BRAS, who provides manpower, expertise, operations, materials, and outreach).
